One comment about charge times:
On a 120V 15A circuit, the charger should only be pulling 12A, not 15A – NEC rules limit devices to 80% of the circuit rating for sustained loads to prevent overheating and accidentally tripping breakers.
So your charge rate was only about 1.4 kW, not 1.7 kW or over 7.5 hours about 10 kWh.
